Substance Abuse Combat Center

The mission of Substance Abuse Combat Center (SACC) is to reduce substance abuse incidents among Marines and sailors assigned to Henderson Hall, to enhance operational readiness through development and deployment of responsive, hard-hitting, cooperative prevention and education strategies accompanied by use of effective treatment modalities within a compassionate environment that emphasizes individual worth. To that end, SACC’s primary emphasis is on prevention through use of unit outreach and selective workshops and training. SACC also provides screening and assessment, as well as substance treatment, referral, and continuing care services.

HandsSACC Henderson Hall's commitment to the Commandant's policy of no tolerance for substance abuse's destructive nature is exemplified in our employment of a unique "SATURATION 4 THE DURATION" approach to combating its harmful effects.   This involves developing and consistently deploying responsive, hard-hitting prevention and education efforts that are geared toward reducing drug and alcohol abuse incidents among our Marines and assigned Sailors.  It is further supplemented by the use of effective intervention modalities within a therapeutic framework---with special emphasis on self-worth and personal growth.

SACC is cognizant of the underlying leadership challenges posed by substance abuse.  Accordingly, we try to facilitate individual unit commanders' implementation of a three-pronged strategy of DETERRENCE, PREVENTION, and INTERVENTION incorporating several key elements.

  • Detection
  • Outreach, education and ongoing "saturation" training
  • Timely low-level intervention
  • Appropriate discipline
  • Necessary referrals
  • Screenings, assessments, and placement
  • Effective treatment-at various stages in a continuum
  • Restoration to full duty or separation
  • Recovery-managed through a one-year program of unit-monitored aftercare
SACC also supports family members over 18 and to the extent feasible.

 
Substance Abuse Combat Team

SACC manages all of this through use of a motivated team of substance abuse and ancillary assets consisting of one certified counselor and prevention specialist PLUS individual unit SACOs.
 
Deterrence

Unit Substance Abuse Program Management  (SACO) Training.  This four-day course is provided to all newly appointed SACOs, Substance Abuse Control Specialists, and Urinalysis Program Coordinators.  SACC offers this quarterly, or more often as might be needed to best accommodate Commanders' needs to have their unit substance abuse "duty experts" complete this required training within the specified 90-day period. 

 
Prevention

SACC conducts an aggressive outreach and prevention program that includes tailored training based on assessment of each individual command's needs.  Presented on a rotating basis at the unit and section level, this helps ensure broad-based coverage a minimum of once a year.  It also includes provision of the grassroots "train the trainer" B.A.S.I.C. course as a means of substantially enhancing small unit ability to conduct ad hoc "target of opportunity" training efforts.   Thematic events centered on such programs as the WRAP SOBERIDE program, the annual Red Ribbon Campaign, as well as our annual "101 Days of Summer Sense Safety Campaign" also constitute important elements of our prevention thrust.  Additionally, SACC places special emphasis on the availability of such "diversionary" programs as lifelong learning, fitness training, and volunteer efforts as a means of ameliorating potential substance abuse "trigger" situations.  Should you desire to become a "part of the solution" by scheduling SACC to come out and give a presentation to your Marines and assigned Sailors, please contact Mr. Bob Marshall at 703-614-8961.

 
Intervention

  • Screenings.  This is the first external step in the intervention process.  It takes approximately one hour and helps determine whether a Marine referred to SACC needs to undergo treatment.  Those Marines not needing treatment, i.e. the vast majority of those who have been screened, will simply undergo Early Intervention.  To schedule a screening please contact the Counselor via your Unit SACO.  Alternatively, you may contact the SACC at (703) 614-8961.

  • Early Intervention.  This consists primarily of the educational "IMPACT" and "Living in Balance" course.  It assists individuals in exploring risk factors and recognizing the harmful consequences of inappropriate drug & alcohol use.  The goal is to equip Marines to make more responsible future substance use life choices.   Early Intervention sessions are normally conducted starting on the second Monday of each month.
     
  • Assessments.  These approximately two-hour sessions, a continuation of the screening process, are provided to those needing a stronger intervention.  Extra reliance is placed on cooperative determination of impairment level to best ensure appropriate placement.

  • Referral and Treatment.  Marines and assigned Sailors whose needs would best be met through formal treatment are provided referrals to Outpatient, Intensive Outpatient, or Residential treatment via one of several area or regional facilities.

  • Aftercare.  Following treatment completion, individuals collaborate with the Counselor in the development of an aftercare plan.  SACC then provides this plan to the Commander in the form of a recommendation for the required one-year period of unit monitoring.
